Yes, he is absolutely correct, Germany already lost Russian market (solvent and largest in Europe as a single country), now they will try to lose Chinese one. Not to mention the fact that Germany is increasingly non-competitive with pretty much anyone. Germany's pride of her automotive industry and Siemens... well, Russia is doing just fine without them. China... look at it...
