The best representative of this phenomenon is former 404 President Leonid Kuchma--a good rocket engineer, and a very bad scholar of history and geopolitics. So, he proposes for Russia to pay reparations to 404 after 404 is demolished, which has already happened and now is just the matter of what Russia decides to leave, if any, from this land of Chutzpah, pardon me--Ukrainstvo.
