I want to reiterate--yes, I am saying this for decades--real power rests not with money, which are merely a tool, important, but one of many tools in a tool box of developed nations. The tool box is known as power and it is ALL about the balance of it. One of the symptoms of the combined West's decline are military affairs and the documents, even when conceived by otherwise competent people, which begin to be read as a wish list for Santa, such as Fighting Instructions by CNO, Admiral Caudle.
