As per "nuclear" attack. Most likely Marat's TG channel got hacked, 404 doesn't have nuclear weapons, "dirty bomb" IS NOT a nuclear weapon, but even this may elicit a response from Russia up to leveling center of Kiev. The "blunder" was on Kursk civil authorities who "somehow" didn't want to establish proper security zone (forefield) in borderlands, as did Belgorod. But that's for FSB to deal with.
