It was deliberate, as was an attack on children in Starobelsk--three waves of drones to finish off survivors and rescuers. That's US "tactics", that's how US military "fights" stand-off "shock and awe" against civilians, especially children. That'll show them damn Iranians, Russkies and others, as long, of course, as nobody shoots back--then it is a different matter.
